Food & Supplies Department initiated Computerisation in the year 2001 and has made significant progress in implementing e-Governance Projects. Presently following e-Governance projects are in operation:-

      The Departmental information portal http://haryanafood.gov.in is hosted at Haryana State Data Center (HSDC). Information as per Government guidelines is hosted at this portal and updated by a dedicated team on daily basis. Web links have been provided to various software applications like Procurement and Storage Management System, Smart Card based Public Distribution System in Haryana, e-Budget, e-salary, Court Cases Information System, etc. There is dedicated web-page for every branch at the Directorate i.e. Procurement, Storage, Food General, Supply, RTI, Administrative branches.

  • Email is Primary means of Communication

 

The Department has notified email as primary means of communication between Directorate and other offices vide office letter No. FG-2-Smart Card-2013/287 dated 09-01-2013.   E-mail ids of all the Branch Officers, Branch Incharges and DFSCs have been created. There is qualitative improvement in exchange of information among various offices of the Department and it has enhanced efficiency.

  • Procurement and Storage Management System

The system is a web based application with central database. This software has automated all procurement and warehousing related activities of Food and Supplies Department and other procurement agencies in the state. Concerned DFSCs are updating the data at field level and Storage and Procurement branches are monitoring the online application.  The project has eliminate redundancies in the manual system and help to maintain up to date information related to Procurement and Storage and generate various  report for decision making.

 

 

  • Implementation of e-Budget & e-Salary

e-Budget, e-Billing and e-salary is a web enabled application designed and developed by National Informatics Centre, Haryana State Unit. Application is keeping track of allocation and expenditures made under various heads and schemes. Budget and Account branches of the Department is using this application.

  • Toll free Centre for PDS (1800-180-2090 & 1967)

 

PDS Call Centre has been setup to register complaints and suggestions from all the stakeholders i.e. beneficiaries of TPDS, FPS owner and Food & Supplies Department officials. The Call Centre has facility to record the voice calls. The complaint and suggestions are allocated token number. The complaints and suggestions are forwarded to concern officer. After resolution of complaint/suggestion the token is closed. Call Centre is single point of contact for the residents of Haryana to communicate with department of Food and Supply Haryana. 

 

 

  • Toll free consumer Helpline (1800-180-2087) 

 

The State Consumer Helpline has been setup on 12.8.2013. The aim of  the Helpline is to perform, facilitate and promote better protection of Consumers’ rights and interests with special reference to rural India. On this helpline guidance/advice to the consumers of Haryana is given if they face any deficiency in the purchase of any product/service. It also makes consumers aware as to whom they should contact for the removal of deficiency. Docket number is generated for each call received. Where possible, the complaints are taken up with concerned department/company/shop by the Helpline. The complaint is closed after its resolution/disposal.

Since its inception the Helpline has received 5385 calls (Upto 1st November,2014) from the consumers.  The calls are received from Agriculture, Airlines, Automobile, Banking, e-Commerce, Education, Electricity,  Food & Beverages, Health, Insurance, Legal Metrology, Petroleum, PDS, RTI and Telecom.  The success rate in solving the complaints is 78%.

  • Court Cases Information System

Court Cases Information System is a web based application developed by NIC for the information related to Court Cases of the Department. This application software is operational since April, 2012. Legal Cell is main user of this application.

  

  • Smart Card based Ration Card for Public Distribution System

A Pilot scheme on implementation of Smart Card based PDS Project has been implemented in 4 pilot blocks namely; Ambala-I (Ambala), Gharaunda (Karnal), Sonepat-I (Sonepat) and Sirsa (Sirsa). Essential Commodities like wheat, sugar and k.oil are being distributed to AAY and BPL families in these blocks since July, 2012.

  • End-to-End Computerisation of TPDS Operations

As per administrative approval accorded vide Govt of India letter No 23(6)-2008-PD-II Comp-Vol V dated 10 December 2012,  the non planed scheme of “Distribution of Essential commodities through Smart card” has been subsumed in planned scheme“End to End Computerization of TPD Operations”.

 

  •     Financial Proposal :  Proposal has been submitted to Government of India for approval vide letter No. FG-2-Smart Card-2014/23504 dated 4.9.2014.
  •   
  • Digitization of Beneficiaries Data and printing of ration Cards as per NFSA:  Online application for data digitisation of beneficiaries’ data as per Government of India and NIC standards has been customized by NIC. All the DCs have been requested through D.O.letter No PS/ACSF&S/2014/69-89 dated 31-10-2014 to complete data digitization of beneficiaries within 3 Months.
  • Digitization of FPS Data :  Master data entry of 9100 FPS has been completed and uploaded on Stake holder Identity Management System (SIMS). Field staff has been trained regarding addition, deletion and modification of FPS data. DFSCs have been requested to update data regularly and Food General Branch has also been requested to ensure the same.

 

  • Digitization of godowns and Agencies data : Master data entry of 342 godowns has been completed and uploaded on Stake holder Identity Management System (SIMS). Training was imparted to the staff regarding addition, deletion and modification of godowns data. DFSCs have been requested to update data regularly and storage branch has been requested to ensure the Same.

 

  • Computerisation of Supply chain Management: NIC has been requested to create instance of computerization of Supply Chain Management Module of Common Application Software (CAS) in the state of Haryana.
  • Transparency Portal of the Department (http://haryanafood.gov.in) is functional and is being updated regularly.
  • Online System for Grievance Redressal:  Tollfree  PDS Helpline Numbers 1800-180-2090 and 1967 are operational. Online grievances redressal system HARSAMADHAN is also operational.
