Food & Supplies Department initiated Computerisation in the year 2001 and has made significant progress in implementing e-Governance Projects and use of ICT tools. Presently following e-Governance projects are in operation:-

  The Departmental information portal http://haryanafood.gov.in is hosted at Haryana State Data Center (HSDC). Information as per Government guidelines is hosted at this portal and updated by a dedicated team on daily basis. The Department has notified email as primary means of communication between Directorate and other offices vide office letter No. FG-2-Smart Card-2013/287 dated 09-01-2013.   E-mail-IDs of all the Branch Officers, Branch Incharges and DFSCs have been created. There is qualitative improvement in exchange of information among various offices of the Department and it has enhanced efficiency.

·      Procurement and Storage Management System (State Government)

The system is a web based application with central database. This software has automated all procurement and warehousing related activities of Food and Supplies Department and other procurement agencies in the state. Concerned DFSCs are updating the data at field level and Storage branch and Procurement branch at Directorate are monitoring the online application.  The project has eliminated redundancies in the manual system and helped to maintain up to date information related to Procurement and Storage and generate various report for decision making.

·         Implementation of Online Procurement Management System (Central Govt.)

It is pertinent to mention here that Government of India has directed to update daily Rabi Procurement figures in NIC developed Online Procurement Management System (OPMS) at http://iisfm.nic.in/procurement/  by all the Procurement Agencies from 1st April,2015. The system is functional.

·      Implementation of e-Budget, e-Billing and e-Salary

e-Budget, e-Billing and e-salary is a web enabled application designed and developed by National Informatics Centre, Haryana State Unit. Application is keeping track of allocation and expenditures made under various heads and schemes. Budget and Account branches of the Department is using this application.

·      Toll Free Consumer Helpline & PDS Helpline (1800-180-2087 & 1967)

One Toll Free Call Centre has been setup for PDS beneficiaries and State Consumers. The aim of the Helpline is to facilitate PDS  beneficiaries regarding ration through Fair Price Shops and perform, facilitate and promote better protection of Consumers’ rights and interests with special reference to rural India. On this helpline guidance/advice PDS beneficiaries and to the consumers of Haryana is given if they face any deficiency in getting ration through FPS and in the purchase of any product/service from the market. It also makes consumers aware as to whom they should contact for the removal of deficiency. Docket number is generated for each call received. Where possible, the complaints are taken up with concerned Department/Company/Shop by the Consumer Cell. The complaint is closed after its resolution/disposal.

Since its inception the Helpline has received 13,250 calls (Up to 30th  September, 2016) from the consumers.  The calls related to Agriculture, Airlines, Automobile, Banking, e-Commerce, Education, Electricity, Food & Beverages, Health, Insurance, Legal Metrology, Petroleum, PDS, RTI and Telecom are received at helpline.  The success rate in solving the complaints is 11,066 (84%).

Court Cases Information System is a web based application developed by NIC for the information related to Court Cases of the Department. This application software is operational since April, 2012. Legal Cell is main user of this application.

·      Aadhaar Enabled Biometric Attendance System (AEBAS)

In Compliance of directions issued by Secretary (E&IT), Haryana vide note dated 19.5.2015, 1635 employees are registered on http://hrfood.attendance.gov.in portal.

The Department has implemented AEBAS at State Headquarter from 1st July, 2015. 25 Biometric Attendance devices have been installed at H.Q.

Bio-metric Attendance Devices have been purchased and installed for district offices through M/s Business World Wide.

·      File Tracking and Monitoring System (FTMS)

User-id and password of all the Officers and officials of the Department have been created. Training has been provided to all the officers and officials by the Master trainers of the Department. Internet connectivity has been provided to all the Computer users. Department has implemented FTMS in the Department w.e.f. 1st August, 2016.

·      CM Window

The Chief Ministers Grievance Redressal System has been started in December 2014 in the State. The status of the complaints received in the Food & Supplies Department on this portal as on 05.10.2016 is as under:-

·      End-to-End Computerization of TPDS Operations

The Department of Food & Supplies Haryana is implementing “End-to-End Computerization of TPDS Operations” since November 2015. The project is divided into two components. The Component wise status is as follows:

1.  Component-I:  The component-1 is being implemented on 50-50 sharing bases between Government of India and the State. Activity wise status of component-1 is as follows:

A)   Digitization and Aadhaar Seeding of beneficiaries: 29,30,379 families/Ration Cards  ( AAY, CBPL, SBPL and OPH) and 1,32,02,674  members/ beneficiaries have been digitized. Aadhaar of at least one member has been seeded in 26,61,914 (90.84%) Ration Cards and Aadhaar seeding of members/ beneficiaries is 1,03,66,088 ( 78.5%) . During Aadhaar based de duplication 15,09,201 duplicate Aadhaar have been detected by NIC . Process of Aadhaar seeding and correcting/eliminating duplicate Aadhaar is in progress. B)    Digitization of Fair Price Shops (FPSs):  Master data entry of 9,457 FPS has been completed and uploaded on Common Application Software (CAS) for PDS. Data cleaning/updating of FPS in online system would be carried out after customization of eDPS module of CAS. The digitised data of FPSs is available online at http://epds.nic.in/HRY/  under MIS and Reports.

C)   Digitization of Godowns and Agencies: Master data entry of 374 godowns has been completed and uploaded on Common Application Software (CAS) for PDS. Training was imparted to the staff of DFSC regarding addition, deletion and modification of godowns data. DFSCs have been requested to update data regularly.

D)   Transparency Portal of the Department (http://haryanafood.gov.in) is functional and is being updated regularly. It has been recently redesigned and also made bilingual.

E)   Installation of Hardware: Common Application Software (CAS) for PDS software has been installed on National Data Centre (Meghraj Cloud). The Sever end Hardware is provided by NIC. The Hardware for Directorate office, DFSC Offices and Ration Card Preparation Centers and Godowns  has been procured and installed.

F)   Deployment of Technical Support Persons: one Technical support persons/Programmer have been deployed at Directorate office and each DFSC offices (total 21. Technical Support Persons have also been deployed at 48 AFSO offices out of 81 through Hartron. Hartron is also in a process for hiring of Technical Support Persons for remaining 33 AFSO Offices.

G)    Computerization of Supply Chain Management: NIC has customized Food & Essential Commodities Assurance & Security Target (FEAST)  for implementing online allocation. Trial online allocation has been implemented from January 2016. NIC is in the process of customizing FEAST to implement Supply chain management. Supply Chain would to be implemented after customization of FEAST software by NIC and testing by the Department.

H)   Toll free Number and Online System for Grievances Redressal: Toll Free PDS   helpline numbers 1800-180-2087 and 1967 are operational. Online grievances Redressal system developed by NIC for PDS complaints is required to be customized by NIC as per workflow.

2. Component-II (FPS Automation).

The Government of India had communicated the specifications of Point of Sale /Mobile terminal to be installed at FPS vide DO letter No 14(12) 2014 –Comp Cell dated 25 May 2015. The Government of India has also informed that device would be purchased by FPS owner/ State Government/ Private vendor and the Government of India would pay 17 paisa per kg to the State for the transitions of foodgrains made after online biometric authentication of the beneficiaries.

The primary objectives for implementation of TPDS through PoS device are as follows: 

1.          Timely and need based food grain allocation. 

2.          Prevention of diversion of essential commodities. 

3.          Induction of transparency and accountability in operations. 

4.          Reduction of stakeholder’s grievances. 

5.          Dissemination of the information as per the public requirements. 

6.          Monitoring and quick decision making through MIS generated by the data of PoS device.  

7.          Protecting the interest and empowering the end beneficiary. 

8.          To improve service delivery and create transparency.  

9.          To weed out the fake/duplicate beneficiary. 

10.      To ensure NFSA benefits are delivered only to intended beneficiaries using biometric authentication.

11.      To record real time information related to the FPS transactions and make them readily available for future planning and analysis.

The Government of Haryana has Implemented End to End Computerization of TPDS Operations as part of NFSA to transform existing processes/services with the use of latest technologies towards identification and authentication of the beneficiaries. The Government of Haryana has planned to improve service delivery by inclusion of Point of Sale (PoS) devices which shall not only enhance the accuracy of the system but shall also make the systems automated, authentic, faster and transparent.  

Currently, FPS level transactions are being conducted manually in the State. There is a need to move a step ahead with full automation at the FPS level. The Food, Civil Supplies & Consumer Affairs Department has decided to implement FPS automation on a Build-Own-Operate (BOO) mode. By BOO, it is meant that the selected System Integrators (SI)  i.e. Linkwell Telesystem Pvt Ltd ( Visiontek) ( Zone I-  4,955 FPS – Ambala and Hisar Division) and Bharat Electronics Ltd (BEL) ( Zone II- 4,955 FPS – Gurugram and  Rohtak Division) own the PoS device, developed and customized the application, integrated application with Common Application Software (CAS) deployed by NIC on Meghraj cloud. There are more than 9300 FPS in the State. Visiontek and BEL would deploy the FPS automation infrastructure before 01 November 2016 and maintain for five years. The SIs would be paid fixed monthly revenue (MGR) per FPS per month by the Government of Haryana.

Identification, verification and categorization of all families/residents of State is done by their respective local bodies. Families found to be eligible for benefit under any of the designated categories are linked to their respective fair price shops electronically in the online ePDS and their Ration cards are being generated from the ePDS system. The ration card are dynamic and will get updated every month as per the change in the category of the family and change in the number of members.

The automated system will help in transparent allocation and distribution of food grains. The complete system allows for the SMS to be sent to the beneficiaries immediately after the food grains are dispatched from the godowns to the fair price shops. When  the beneficiary goes to the fair price shop the has to give his ration card number and then he has to verify himself through Aadhaar authentication. The POS device shows the exact quantity of ration to which he is entitled. He can choose to take the full quantity or part of it. After his biometric authentication receipt is generated which shows the purchased quantity as well as the remaining entitlement for the month. The same is also broadcast through the machine. Apart from this the beneficiary also receive an SMS message on his registered mobile phone giving details of his purchase and the bill amount. The POS device is also able to seed/update the Aadhaar number and the mobile number of the beneficiary in the PDS database. This would ensured proper entries in the database and also help in leading up the records.

The record of the depot holder is maintained online and any official going for inspection can immediately verify the stock. The closing balance which has been a very difficult issue to maintain will no longer be a problem.

Food and Essential Commodities Assurance & Security Target (FEAST) system allows authentic and accurate monthly FPS -wise allocations of food grain.

The System Integrators (BEL and Linkwell Telesystems) would be paid Rs 1.36 crore (Approx) per month for services and total cost of the project over 5 years would be 81.6 crores (Approx).

·         CPGRAM (Centralized Public Grievance Redress and Monitoring System)

All grievances relating to State Governments / Union Territory Administrations and Government of NCT Region of Delhi, are to be redressed by the State/ UT/ NCT Government concerned. ·         Human Resource Management System (HRSM)

Haryana Government has decided to implement Human Resource Management System (HRMS) under which the personal information of each employee like Service Book, Annual  Confidential Report (ACR), promotion details, leave details and transfer are to be entered for timely disposal of the cases.

Department has appointed Sh. N.K.Mittal, Deputy Director as Nodal Officer for implementation of the system.  Feeding of employees data has been started which is likely to completed very soon. Link of HRMS is available on the official website of the Department at http://164.100.137.158/pis/.
