Food & Supplies Department initiated Computerization in the year 2001 and has made significant progress in implementing e-Governance Projects and use of ICT tools. Presently following e-Governance projects are in operation:-

Departmental Portal http://haryanafood.gov.in:-  The Departmental information portal http://haryanafood.gov.in is hosted at Haryana State Data Center (HSDC). Information as per Government guidelines is hosted at this portal and updated by a dedicated team on daily basis. Email :- The Department has notified email as primary means of communication between Directorate and other offices vide office letter No. FG-2-Smart Card-2013/287 dated 09-01-2013.  E-mail-IDs of all the Branch Officers, Branch Incharges and DFSCs have been created. Procurement and Storage Management System (State Government) :- The system is a web based application with central database. This software has automated all procurement and warehousing related activities of Food and Supplies Department and other procurement agencies in the state. Concerned DFSCs are updating the data at field level and Storage branch and Procurement branch at Directorate are monitoring the online application.  The project has eliminated redundancies in the manual system and helped to maintain up to date information related to Procurement and Storage and generate various report for decision making. Implementation of e-Budget, e-Billingand e-Salary:- e-Budget, e-Billing and e-salary is a web enabled application designed and developed by National Informatics Centre, Haryana State Unit. Application is keeping track of allocation and expenditures made under various heads and schemes.Budget and Account branches of the Department is using this application. Toll Free Consumer Helpline & PDS Helpline(1800-180-2087& 1967) :- One Toll Free Call Centre has been setup for PDS beneficiaries and State Consumers. The aim of the Helpline is to facilitate PDS beneficiariesregarding ration through Fair Price Shops and perform, facilitateand promote better protection of Consumers’ rights and interests with special reference to rural India. On this helpline guidance/advice PDS beneficiaries and to the consumers of Haryana is given if they face any deficiency in getting ration through FPS and in the purchase of any product/service from the market. It also makes consumers aware as to whom they should contact for the removal of deficiency. Docket number is generated for each call received. Where possible, the complaints are taken up with concerned Department/Company/Shop by the Consumer Cell. The complaint is closed after its resolution/disposal.

Since its inception the Helpline has received 17287calls (Up to 31st May,2017) from the consumers.  The calls related to Agriculture, Airlines, Automobile, Banking, e-Commerce, Education, Electricity, Food & Beverages, Health, Insurance, Legal Metrology, Petroleum, PDS, RTI and Telecom are received at helpline.  The success rate in solving the complaints is 14823 (86%). Court Cases Information System :- Court Cases Information System is a web based application developed by NIC for the information related to Court Cases of the Department. Aadhaar Enabled Biometric Attendance System (AEBAS) :- In Compliance of directions issued by Secretary (E&IT), Haryana vide note dated 19.5.2015, 1635 employees are registered on http://hrfood.attendance.gov.in portal.

The Department has implemented AEBAS at State Headquarter from 1st July, 2015. 25 Biometric Attendance devices have been installed at H.Q.

Bio-metric Attendance Devices have been purchased and installed at district offices through M/s Business World Wide.

File Tracking and Monitoring System (FTMS) :- User-id and password of all the Officers and officials of the Department have been created. Training has been provided to all the officers and officials by the Master trainers of the Department. Internet connectivity has been provided to all the Computer users. Department has implemented FTMS in the Department w.e.f. 1st August, 2016.

 

CM Window :- The Chief Ministers Grievance Redressal System has been started in December 2014 in the State. The status of the complaints received in the Food & Supplies Department on this portal as on 29.06.2017 is as under:-

End-to-End Computerization of TPDS Operations :- The Department of Food & Supplies Haryana is implementing “End-to-End Computerization of TPDS Operations” since November 2014. The project is divided into two components. The Component wise status is as follows:

1.         Component-I:  The component-1 is being implemented on 50-50 sharing bases between Government of India and the State. Activity wise status of component-1 is as follows:

· Digitization and Aadhaar Seeding of beneficiaries:29,69,688 families/Ration Cards and 1,35,33,663  members/ beneficiaries have been digitized. Aadhaar of at least one member has been seeded in 25,24,343  (85%) ration cards and Aadhaar seeding of members/ beneficiaries is 97,72,983 (72.3%) . During Aadhaar based de duplication 15, 15,000 duplicate/repeat   Aadhaar were detected by NIC and they same have been deleted from PDS database on 10 May 2017. Process of Aadhaar seeding is in progress. The digitised data of beneficiaries is available online at http://epds.nic.in/HRY/  under MIS and Reports.

·  Digitization of Fair Price Shops (FPSs):  Master data entry of 9,526 FPS has been completed and uploaded on Common Application Software (CAS) for PDS. The digitised data of FPSs is available online at http://epds.nic.in/HRY/  under MIS and Reports.

· Digitization of Godowns and Agencies: Master data entry of 243 Godowns including CONFED Focal points has been completed.

·   Transparency Portal of the Department (http://haryanafood.gov.in) is functional and is being updated regularly.

·   Installation of Hardware and Internet Connectivity: Common Application Software (CAS) for PDS software has been installed at National Data Centre (Meghraj Cloud). The sever end hardware is provided by Government of India /NIC. Hardware and Internet connectivity   at Directorate office, DFSC Offices, Ration Card Preparation Centers, CONFED DM Offices, Godowns and CONFED focal points has been installed.

·   Setting up of Project Management Unit (PMU): PMU with Project Manager/ Consultant-1, Assistant Consultant/ Programmer-1 and Data Entry Operator (DEO) -2 have been set up.

·   Deployment of Technical Support Persons: Technical support persons/programmers have been deployed at Directorate office and each DFSC offices (total 22) from May 2016 onwards. 66 junior programmers have been deputed at AFSO offices (one each) out of total 81 AFSO office. Junior Programmers for remaining 15 AFSO offices is still awaited from Hartron.

·   Computerization of Supply Chain Management: NIC has customized Food & Essential Commodities Assurance & Security Target (FEAST) for implementing online allocation and supply chain management. Online allocation and supply chain management has been implemented in the entire State from January 2017.

·   Toll free Number and Online System for Grievances Redressal: Toll Free PDS   helpline numbers 1800-180-2087 and 1967 are operational. Online grievances Redressal system developed by NIC for PDS complaints has been implemented in the entire State.

2.       Advantages of Digitization

•      Creation of Digitised database of TPDS Beneficiaries under NFSA: Aadhaar linked digitised data of all the TPDS beneficiaries has been created, which is available online. This has brought in transparency in identification TPDS beneficiaries.

•      Implementation of Online Allocation: Implementation of online allocation based on digitised data would check arbitrary decision at all levels and ensure accurate allocation to each ration card holder.

•       Implementation of Supply Chain Management:  Linking supply chain management with online allocation and Computerisation of all the activities related to supply chain would help in tracking movement, checking diversion and pilferage at all levels.

•      Saving in Kerosene Subsidy: The Food & Supplies Department had handed over digitised data with Aadhaar number of TPDS beneficiates to the State Resident Data Hub (SRDH) team, IT Department, Haryana. The Digitised data with Aadhaar number of LPG Consumers is also available with the State Resident Data Hub (SRDH) team, IT Department, Haryana. Structured Query Language (SQL) was used to identify/filter beneficiaries who are availing Kerosene subsidy in PDS database and LPG subsidy in the LPG consumer database based on Aadhaar number.

List of beneficiaries who were availing both kerosene and LPG subsidy was shared by the SRDH team with the Food & Supplies Department. The Department shared list of these beneficiaries with District Food & Supplies Controllers and Kerosene oil supply to the beneficiaries, who are availing LPG subsidy has been stopped by Food & Supplies Department since January 2016.

  11.06 Lakh families were supplied subsidized kerosene till December 2015. Around 4.66 lakh families were identified/detected to have been availing subsidy on kerosene oil as well as LPG. The supply of kerosene oil has been stopped to these 4.66 lakh families/Ration card holders from January 2016 onwards. It has accrued saving of around Rs 10.40 crore per month and annual saving would be around Rs 124.80 crores.

3.      Component-II (FPS Automation). :- The State Government had decided to install Point of Sale devices (PoS) through System Integrator in Build, Own and Operate (BOO) model. M/S Linkwell Telesystems Pvt. Limited and M/S Bharat Electronics Ltd (BEL) have been selected for implementation of FPS Automation in the State of Haryana after online tendering process. M/S Linkwell Telesystems Pvt. Limited has been selected for zone 1 (Ambala and Hisar division) and M/S BEL for Zone 2 (Gurgaon and Rohtak division). The agreement was signed with BEL and Linkwell Telesystems Pvt. Ltd on 26 August 2016. FPS Automation was rolled out in the entire State by Hon’ble Prime Minister on 01 November 2016. Present status is as follow:

i.   11, 07,133 transactions were carried out through 7,241 PoS devices in the month of November 2016.

ii. There were certain technical issues because of which ration to remaining beneficiaries in Nov 2016 and all the beneficiaries in Dec 2016 was distributed manually.iii. The technical issues were addressed by changing logic of PoS application (Hybrid mode).After single attempt of 30 second of Aadhaar based biometric authentication, whether Aadhaar based authentication is failed or success, receipt is generated by PoS and ration is distributed to beneficiary. The system is working satisfactorily and 22, 74, 511 transactions were performed through 9,303 successfully through POS in the month of January 2017. v. It has been decided to switch over to fully online mode and cashless transactions at FPS in the entire State from July 2017.

  4. Cashless Transactions at FPS :- The Department has decided to implement Andhra Pradesh model of cashless Aadhaar enabled Payment System (AEPS) at FPS. The same has been implemented at 65 FPS in Ambala City area from April 2017 onwards. The PNB, Syndicate Bank and OBC being lead bank in 17 ,3 and 1 district respectively have been  requested to expedite process of implementing AEPDS in the entire State.

 

CPGRAM (Centralized Public Grievance Redress and Monitoring System):- All grievances relating to State Governments / Union Territory Administrations and Government of NCT Region of Delhi, are to be redressed by the State/ UT/ NCT Government concerned. Citizens are advised to take up matter regarding pendency of their grievance directly with the State Government concerned by log in: http://pgportal.gov.in/

Human Resource Management System (HRSM) :- Haryana Government has decided to implement Human Resource Management System (HRMS) under which the personal information of each employee like Service Book, Annual  Confidential Report (ACR), promotion details, leave details and transfer are to be entered for timely disposal of the cases. Department has appointed Sh. N.K.Mittal, Deputy Director as Nodal Officer for implementation of the system.  Feeding of employees data has been started which is likely to completed very soon.
