The Govt. of India vide D.O. letter No.5 (21)2004-CPU dated 23.06.2005 has formulated a scheme known as “CONFONET” under which the computerization and net working regarding functioning of the Consumer Courts i.e. formats, cause list and also other information relating to the Consumer Disputes Redressal system has been introduced. Under the said scheme, the Govt. of India has provided one server, ten computer system, two printers (one dot metrics and another laser printer) and one 5 KVA online UPS to the State Commission whereas three computer systems, one server, two printers (one dot metrics and another laser printer) and one 625 KVA online UPS has been provided to the 19 District Fora in the State. One laptop to the Hon’ble President of State Commission and one scanner to the State Commission as well as in 19 District Fora have also been provided by the Govt. of India. Despite this the LAN (Local Area Networking) in the State Commission as well as in 19 District Fora have also been got done by providing the funds to the tune of Rs.1,00,000/- to the State Commission out of which Rs.60,000/- were for LAN work and remaining amount of Rs.40,000/- were for purchase of computer stationery items and a sum of Rs.60,000/- to 19 District Fora, out of which a sum of Rs.40,000/- were for LAN work and remaining amount of Rs.20,000/- were for purchase of computer stationery items. However, in two newly created District Forums, Palwal and Mewat, computers systems, server and printers have not been provided. A reference in this regard, have already been made to the Central Government. The free broadband internet on 256 kbps connection for one year was also provided by the Govt. of India. One Programmer at State Commission level and one TSP at each District level for smooth implementation of computerization project was also provided by the Govt. of India. The rate contract of the programmer at State Commission level and the TSPs at District Fora level, have already been expired on 13.12.2012. For implementation of computer networking all the dates relating to regularization of consumer complaints, execution applications, Misc. petitions, first appeal, revision petition, review petition, transfer application have to be displayed on the networking and also to update the statistical data on the networking regularly. In addition to the above, performas notices etc. have to be prepared on the computers.
Despite above the Govt. of India vide DO No. DOIT/NIC/FCA/ Confonet/2005/286 dated 11.10.2012 has projected the 12th plan under which two printers, 10 desktops and 1 5KVA + 100 AH Battery UPS system has been provided to the State Commission in the month of March, 2014. Similarly, 1 printer, 3 desktops and one UPS (each) has also been provided to all the 21 District Fora in the State of Haryana.
The cause list, effective judgments of the State Commission as well as of the District Fora have been uploaded under the scheme known as CONFONET on the website of www.confonet.nic.in and the State Commission and all the District Fora in the State of Haryana has their own id and password.
