The State Government has released sufficient funds for the State Commission as well as all the District Fora in the State of Haryana on that basis the salary of the staff and other amount e.g. contingency bills, T.A. bills, Medical Bills, LTC bills etc. have been drawn.  The detail of allocation of funds during the current financial year 2017-18 is as under:-

Despite this the Govt. of India has provided time to time aid for construction of office building and for strengthening of infrastructure for State Commission and District Fora in the State of Haryana.  Detail of providing the grant is as under:

·         ONE TIME GRANT:

                        During the year 1995-96 the Govt. of India has sanctioned Rs.2.10 crores in favour of State Government for infrastructure and construction of office building of the State Commission as well as District Fora.  Detail of allotment is as under:

Out of which a sum of Rs.47,97,075/- was spent for infrastructure of the District Fora and remaining amount of Rs.1,62,02,925/- was spent by the State Commission for infrastructure and its own office building.  The Utilization Certificate (in the short ‘U.C.’) of the amount of Rs.2.10 crores in GFR 19 & 19A has already been sent by the State Govt. to the Govt. of India vide their memo No.18/58/2002-3FS/14078 dated 24.08.2006.  Thereafter during the year 2004-05 the assistance of Rs.45.00 lacs have been received for construction of building of 3 new District Fora established at Jhajjar, Rewari and Sonipat @ Rs.15.00 lacs for each District Fora.  But due to some administrative reasons, the State Govt. has decided that assistance of Rs.45.00 lacs received under the scheme of One Time Grant of 2004-05 is being utilized for construction of office building of 3 District Fora established at Jhajjar, Hisar and Narnaul and the U.C. of Rs.45.00 lacs GFR 19 & 19A have also been sent by the State Government to the Govt. of India vide their memo No.13/46/2006-3FS/3259 dated 08.02.2008.

Grant in Aid under Integrated Project on Consumer Protection Scheme:

             The Govt. of India vide letter No.4(2)/2005-CPU (Pt.XVII) dated 29.02.2008 has sanctioned the grant of Rs.1,86,59,000/- as first part of first instalment of the total amount of assistance for strengthening the infrastructure of Consumer Fora out of which the assistance of Rs.75.00 lacs @ Rs.15.00 lacs (each) are for construction of office building of five District Fora namely Bhiwani, Jind, Kurukshetra, Sirsa and Yamuna Nagar out of which the U.C. of Rs.1,85,52,000/- in GFR 19 & 19A has already been sent to the State Govt. vide this Commission’s letter No. 966/SCDRC/Acctt./2014 dated 17.04.2014.  Out of which a sum of Rs.1,07,000/- remained unutilized.

          Vide letter No.4(2)/2005-CPU (Pt. XVII) dated 19.02.2010 the Govt. of India has released as financial assistance in favour of Govt. of Haryana under the scheme “Strengthening Consumer Fora” in the shape of second instalment for a sum of Rs.75.00 lacs for construction of office building of 5 District Fora namely Bhiwani, Jind, Kurukshetra, Sirsa and Yamuna Nagar being the amount due from the earlier scheme of ‘Integrated Project on Consumer Protection’ which have also been adjusted with the State Government account as per their memo No.13/46/2006-3FS/6546 dated 19.04.2011, as the amount of Rs.5.60 crores for construction of office building of above five District Fora @ Rs.70.00 lacs per District Forum had been provided by the State Govt. out of their own budget and accordingly the U.C. had also been sent to the State Govt. vide this Commission’s letter No. 1761/ SCDRC/Acctt./2011 dated 10.06.2011.
